The difference between buying a Google license from a partner

Does a Google Workspace invoice require a reverse-charge VAT return?

A Turkish business that buys Google Workspace directly from a Google entity outside Türkiye is receiving a service from abroad. In that case, it may need to calculate VAT as the party responsible under Article 9 of the VAT Law and declare it with the reverse-charge VAT return (Form KDV-2). When purchased from a partner in Türkiye, a normal VAT-inclusive Turkish e-invoice is issued instead.

What changes on the accounting side

For digital services purchased from abroad, the accounting team's additional workload typically includes:

  • calculating VAT as the responsible party on the service fee and declaring it with the reverse-charge VAT return (Form KDV-2),
  • recording the foreign-currency invoice together with the exchange rate difference,
  • for certain service types, assessing income tax or corporate tax withholding and the provisions of the relevant double taxation treaty.

When buying from a partner established in Türkiye, these steps are replaced by a single VAT-inclusive e-invoice arriving the same way every month. This noticeably reduces the accounting workload, especially for companies with many software subscriptions.
